Dr. Raphael Akangbe is a distinguished Digital Health, Health Informatics and Health Information Management professional with over two decades of experience spanning healthcare delivery, academia, digital transformation, health information systems, data governance, privacy and protection, healthcare analytics, interoperability and technology-enabled health systems strengthening.

He currently serves as Deputy Director and Data Protection Officer at the Lagos State Ministry of Health (LSMoH), Directorate of Healthcare Planning, Research and Statistics, where he provides strategic leadership in healthcare data protection, privacy, governance, risk assessment, data audits, Data Protection Impact Assessments (DPIAs), digital health compliance and responsible use of health information and emerging technologies.

As one of the pioneers of institutional data protection leadership within the Lagos State health sector, Dr. Akangbe works at the intersection of healthcare, technology, regulation, governance and policy, helping to advance secure, ethical, compliant and sustainable digital health transformation.

He is also a Treasurer and Board Member of the Society for Telemedicine and e-Health in Nigeria (SfTeHiN), contributing to the advancement of telemedicine, e-health and digitally enabled healthcare delivery in Nigeria. He has held leadership positions within the health information management profession, including responsibilities associated with the Health Information Managers' Association of Nigeria (HIMAN) and the Assembly of Health Information Managers.

Dr. Akangbe is the Founder/Co-Founder of Xeventy2.0 Health (X2H), a digital health organisation focused on digital health solutions, healthcare data protection and regulation, cybersecurity, data analytics, healthcare data integrity, digital health advisory and consultancy, and collaboration within the health technology ecosystem. Through X2H, he convenes thought-provoking professional conversations and knowledge-sharing initiatives addressing some of the most pressing challenges confronting digital healthcare transformation.

His professional interests and expertise span Digital Health Governance, Health Informatics, Health Information Management, Data Protection and Privacy, Health Data Governance, Responsible Artificial Intelligence, Electronic Medical Records (EMRs), Electronic Health Records (EHRs), Telemedicine, Health Information Exchange, Interoperability, Healthcare Analytics, Cybersecurity, Digital Transformation and Health Technology Policy.

He has demonstrated particular interest in strengthening the governance foundations required for trustworthy digital health ecosystems. His work addresses issues including data privacy, regulatory compliance, interoperability, health information exchange, data quality and integrity, responsible AI, technology governance, vendor accountability and the development of sustainable digital health systems in resource-constrained environments.

Dr. Akangbe is also an accomplished academic, researcher, consultant, author, conference speaker and thought leader. He has authored books and scholarly/professional publications covering health informatics, health information management, electronic medical records, digital health and healthcare technology. His professional writings include work on digital health data protection, AI data integrity, interoperability and the challenges of digital health tools within healthcare systems.

He has participated as a speaker, moderator, panelist, scientific-session chair and facilitator at national and international healthcare, digital health, health informatics and technology events. His recent engagements have included discussions on digital health governance, data protection, interoperability, healthcare transformation, traditional medicine and digital health, health analytics and responsible technology adoption.

In 2025, he was recognised for Outstanding Leadership and Contribution as Co-Chair of a Scientific Session at the 5th Africa Digital Health Summit (ADHS 2025). He has also been recognised among global thought leaders and influencers in technology and healthcare-related fields, including:
