Background. The Riyadh Charter on Artificial Intelligence for the Islamic World articulates normative principles for AI governance grounded in Islamic ethical traditions, but acknowledges the absence of implementation templates, technical toolkits, and legislative guidance needed to translate these principles into national policy.

Objective. This paper proposes the Islamic Human-in-the-Loop (I-HITL) framework as a policy architecture for operationalising the Charter's principles at the national and public-sector level. Methods. The framework synthesises the Charter's principles with Islamic ethical concepts, including Karama, Adl, Amanah, Maslahah, La Darar, Sidq/Tabayyun, Khilafah, and Hisab, the five objectives of Maqasid al-Shariah, and comparative AI governance literature including the UNESCO Recommendation on the Ethics of AI, the OECD AI Principles, the EU AI Act, and the NIST AI Risk Management Framework.
Results. I-HITL develops a nine-layer governance model comprising normative foundations, Maqasid alShariah objectives, institutional mechanisms, risk classification, human oversight mandates, cultural and religious safeguards, operational governance requirements, accountability and redress mechanisms, and assurance metrics.
Conclusion. The framework provides an implementation pathway through which OIC member states may translate the Riyadh Charter's normative commitments into operational governance structures while maintaining interoperability with global AI governance frameworks. A companion paper on Decision Accountability Architecture (DAA) addresses the corresponding organizational-level implementation layer.
