New Jersey Digital Asset and Blockchain Technology Act

New Jersey senator Nellie Pou has introduced the ‘Digital Asset and Blockchain Technology Act’. It requires licensing of all the businesses involved in digital asset services. Unlicensed operations of businesses in New Jersey would be liable to pay a $500 per day penalty until an application for a license is filed. This will regulate cryptocurrency service providers under the New Jersey Department of Banking and Insurance.

This legislation aims at regulating the Offering, issuing, listing and trading of Crypto Assets and related Financial Activities (including custodial services and fundraising).

Central Bank Digital Currencies, or CBDC's as they're referred to, have gained a lot of publicity in 2022 with the first two projects struggling when they went live - Sand Dollar in the Bahamas and JAM-DEX in Jamaica. But also there were six Retail CBDC's that went into Pilot phases (India, China, Nigeria, Eastern Caribbean, Ghana and Uruguay). In addition there are nine wholesale CBDC's being piloted (including Singapore, France, Canada, UAE and Saudi Arabia). Some of these have been running since 2019.
