In practice, however, these notions often obscure more than they clarify. “Inherent risk”—the level of risk in the absence of controls—and “residual risk”—the remaining exposure after controls—create a simplistic dichotomy that can mislead practitioners into over-relying on labels rather than pursuing a dynamic, data-driven understanding of evolving risk profiles.
