How the pandemic is improving public sector procurement

It didn’t seem all that unusual at the time. But before the pandemic hit, state and municipal procurement offices tended to follow what, with the benefit of hindsight, could be best described as a predictable, outdated and typically lengthy, procurement process—detailing purchase specifications, identifying responsible suppliers, vetting bidders, securing lowest pricing, assuring payment, protecting taxpayers against corruption and so on. The work normally required extensive hands-on attention from procurement professionals. But observing those routines enabled them to comply with often archaic rules and to generally satisfy public expectations.

As mentioned in Part I of this series on supplier diversity, the United States has taken over half a century to develop its supplier diversity culture into what it is today. This makes the U.S. the seasoned vet in the clubhouse, but that is not to say that there have not been significant efforts elsewhere in the last 20 years. There have been impressive examples of supplier diversity efforts in other countries, as well.

Supplier diversity programs are something many procurement professionals in the United States (U.S.) have accepted as a key element of procurement. These programs are as familiar to procurement professionals as concepts like spend analysis or category management. This mainstream awareness is directly attributable to the U.S. Government, which has been sponsoring diversity programs since 1969 on government contracts. But since its inception more than 50 years ago, supplier diversity programs have spread beyond public procurements and now many privately held U.S. businesses proudly maintain robust supplier diversity programs. They have now moved from largely being a reporting exercise, to being a business strategy.
